Transforming Project Delivery: The Sellafield PPP Model

The Sellafield Programme and Project Partners (PPP) represents a pioneering long-term partnership model aimed at reshaping project delivery at the Sellafield nuclear site in Cumbria, UK. Departing from traditional transactional contracting, PPP fosters collaborative, outcome-driven relationships between Sellafield Ltd and its delivery partners.

Recognising its potential, the ECIA engaged member Balfour Beatty Kilpatrick to explore the benefits of PPP and its applicability to other UK sites and facilities.

Thomas Hyland, Area Director – Nuclear & Defence, highlights the framework’s strategic value: “PPP secures a 20-year pipeline of projects, enabling contractors to invest confidently in people, processes, and the local community.”

This sustained visibility empowers companies to develop internal capabilities aligned with client needs.

“With long-term stability, we can recruit proactively and engage younger generations through outreach programmes,” adds Anthony Moffitt, Assistant Project Manager. “It’s about offering meaningful careers and sustained employment at Sellafield.”

Given the site’s critical role in managing UK and international nuclear waste, health and safety remain paramount. PPP facilitates cross-contractor collaboration, driving continuous improvement.

“We’ve come together to launch a Health, Safety & Wellbeing Hub,” says Joe Murray, Head of HS&W – PPP. “Our goal is to make Sellafield the safest site in the industry — setting a new benchmark.”

Ken Turner, Senior Commercial Manager, underscores the programme’s impact on the supply chain:

“PPP strengthens relationships and enables investment in apprenticeships, training, and essential resources.”

This innovative model offers a blueprint for replication across other UK sites. By promoting shared success, addressing the skills gap, and reinforcing employment stability, PPP is redefining how major infrastructure programmes can deliver lasting value.
